Contractor Safety Is a Governance Test, Not a Procurement Checklist

The client cannot outsource accountability for the conditions it creates, the interfaces it controls or the standards it chooses to enforce.

Start with the client’s influence

Contractors bring their own competence, supervision and systems, but the client shapes the environment in which they work. Scope clarity, design maturity, schedule pressure, access, simultaneous operations and late changes all affect risk. A strong prequalification questionnaire cannot compensate for an unrealistic programme or poor interface management. The client must understand which decisions remain under its control and how those decisions influence contractor behaviour throughout the work.

Select for capability, not paperwork

Prequalification should test evidence that is relevant to the contract’s actual hazards. Generic injury rates and certificates offer limited confidence on their own. Ask how the contractor manages the specific high-risk work, which competent people will be assigned, how critical controls are verified and how subcontractors are governed. Review recent examples of investigations and corrective action quality. Procurement should make safety capability a weighted technical requirement, with minimum conditions that price cannot offset.

Make risk allocation explicit

Contracts often allocate legal responsibility without making operational ownership clear. Before mobilisation, map the interfaces: who controls isolations, permits, lifting coordination, temporary works, traffic, emergency response, welfare and occupational health. Define who can stop work and who authorizes restart. Where several contractors interact, appoint competent coordination and establish a shared view of material risk. Ambiguity at an interface becomes delay on a good day and uncontrolled exposure on a bad one.

Mobilisation is a control point

The start of work is where proposed capability meets reality. Verify that the people, plant, procedures and supervision named during tender are actually present. Confirm competence for safety-critical roles, inspect equipment, test communication and rehearse emergency arrangements. A generic induction is not enough. Teams need task-specific orientation to site hazards, local controls and escalation routes. If readiness criteria are not met, postponing work is a management decision, not contractor failure alone.

Govern subcontracting

Long supply chains can dilute expectations and hide who is doing the work. Require approval of safety-critical subcontractors and visibility of lower tiers. The principal contractor should demonstrate how it checks competence, communicates changes and supervises interfaces. The client should sample this system without bypassing contractual management lines. Payment structures matter too. If lower tiers absorb every delay and variation, the commercial system may reward shortcuts even while the safety policy asks people to stop.

Use joint assurance

Client and contractor assurance should examine work together, with a focus on critical controls rather than duplicate inspections. Review findings by risk, location and recurring cause. Share lessons without using every issue to allocate blame or commercial penalty, because that can suppress reporting. Serious breaches still need proportionate consequences. The distinction is between honest disclosure of a weak condition and deliberate disregard of an agreed boundary.

Close the loop at contract end

Demobilisation creates its own risks, including reduced supervision, temporary arrangements and pressure to leave quickly. Keep governance in place until people and equipment are safely removed. Hold a structured closeout that captures control failures, successful adaptations, competence gaps and design issues. Feed that evidence into future scopes and contractor selection. A supplier scorecard should reflect material-risk performance and learning quality, not only injury rates and completed paperwork.

Review one live contract

Select one active contract with material risk. Compare the client's assumptions, the contractor's method and the conditions at the job. Speak with the people doing the work, including subcontractors. Check whether responsibility for critical controls is clear at each interface. Resolve gaps in access, equipment, supervision or schedule before asking for more paperwork.

Questions at the client and contractor boundary

What risk has been transferred on paper but remains under the client's control? Can the contractor stop work without carrying an unfair commercial penalty? Are subcontractors working to the same control requirements? Which interface has no clear owner? What evidence shows that mobilisation checks still hold under current site conditions?

Manage the conditions as well as capability

Contractor safety depends on the conditions the client creates as well as the contractor's capability. Manage both.
